Comments in chat: show/hide and add comment are seperate functions

Now clicking on the + and - buttons are giving acces to both the function of adding comments and to the function of showing/hiding comments. The +/- should only show / hide comments, the line to add comments should be always visible. Adding a comment should expand the comments at that line.

Priority can be lowered if there is an explanation that you should click on the plus to add comments.
